I am not at all surprised to hear about the dealings with the Siberian Mail, though the offenders must have, perhaps justly, a suprene contempt for British perspicacity and forbearance if they have done the trick so carelessly, as to admit of its being so readily detected. When I was with the dear creatures, as I have often told you, I not only heard much of the invariable tampering with all letters, but in moments of special boastfulness they gloried in the act, and the smart way it is

carried out all over Japan. I I I X X

To show how little they think such procedure wrong, I may

mention that any traveller by train from N. to S. Farmosa can see the

postal clerks openlydealing with letters, copying some and reclosing, after perusal. Take it for granted that every letter that passes through Japanese hands to or from any public person or one in whom they remotely

take interest, is undoubtedly opened, and they think nothing of post-

-poning the transmission to allow of the operation being completely done.

N.B. I am personally convinced they have all our codes. As soon as they

come out they get them. When I specially knew this as a fact, things,

at least were not so favourable for extraction in the Jap. Legation as

they now, "unhappily" are. Take care what you write to anyone there, for you may take it for granted your letter will be tapped.

The procedure for opening letters in the main "cabinet noir" is beautifully and most systematically arranged. You know of the special

knife machine they have for slitting up envelopes at the upper fold of fly. The incision, itself almost invisible, is further hidden by applica -tion of a special kind of tissue paper splendidly put on. Generally it would need almost a magnifying glass to detect the tampering, and no one uninitiated would suspect the existence.

Registered letters from those they take interest in are special objects of research. With seels the arrangement is deliberate, but simple. A lot of small common metal saucers of various sizes are
